Senador Gordon: Mr. President, Why there is a need to form an agency?, when we are almost a task force oriented society. There will be a provision for budget here. When we do have a Department of Health which suppose to be taking care of everything from TB to communicable diseases. We don't form committees just like that, this is an agency that is going to be form. May I know what are the reason for this?
